Tile Roofing Industry Alliance Lobbyist, Craig Brightup, has provided the latest government relations update and activities on the following from July 2026:

Reconciliation 3.0 and Two More House Bills
On July 22, the House passed House Concurrent Resolution 113 to establish spending, revenue, and debt levels for FY27 and budgetary levels through 2036.  This latest budget reconciliation bill, Reconciliation 3.0, includes funds for the military, agriculture, and SAVE America Act but there’s no tax title, so it doesn’t include the More Homes on the Market Act.  Two more House-passed bills on July 22 are the FY 27 National Defense Authorization Act and the Continuing Appropriations Act, 2027 (FY27), to fund the government through Dec. 4. 
 
21st Century ROAD to Housing Act
On July 11, the 21st Century ROAD to Housing Act became law without the President’s signature.  The bill aims to expand supply and lower costs with provisions that include waiving environmental reviews for some housing projects, limiting private equity from owning more than 350 single-family homes, and allowing community banks to boost lending for home building.  President Trump wouldn’t sign it to protest the Senate not passing the SAVE Act.
 
Sec. 301 “Forced Labor” Tariffs
On July 24, new tariffs were imposed on 60 economies (59 countries and the EU) based on whether they have poorly enforced laws prohibiting imports made by forced labor or no laws at all.  New tariffs under Sec. 301 of the Trade Act of 1974 are 10% for the countries with poorly enforced laws and 12.5% for countries with no laws, and they replace the IEEPA tariffs ruled illegal in February and Sec. 122 “bridge” tariffs which expired July 24.           
 
National Labor Relations Board
On July 15, the Senate Health, Education , Labor, and Pensions (HELP) Committee approved President Trump’s NLRB nominees, James Macy (R) and David Prouty (D).  If confirmed, Macy would bring the NLRB to a 3-1 Republican majority, while Prouty, a Democrat incumbent whose term expires next month, would continue for a new five-year period.  Attached are two coalition letters signed by TRIA with one urging the HELP Committee to approve Macy and Prouty and the other urging Majority Leader Thune to quickly schedule Senate confirmation.
 
Dept. of Labor
On July 16, the HELP Committee held a hearing on the President’s nominee for Sec. of Labor, Keith Sonderling.  TRIA signed the attached coalition letter supporting Sonderling, who’s now Acting Secretary.
 
OSHA Heat Rule Legislation
On July 21, the House Education and Workforce Committee approved the Heat Workforce Standards Act of 2025 (H.R. 6213).  Sponsored by Rep. Mark Messmer (R-IN), a mechanical contractor, the bill would prohibit OSHA from finalizing, implementing, or enforcing its proposed Heat Injury and Illness Standard or any similar standard.
