One Big Beautiful Bill Act - Key Tax Provisions For TRIA Members

Tile Roofing Industry Alliance Lobbyist, Craig Brightup, has provided the latest government relations update and activities on the following from May 2025:

The One Big Beautiful Bill (OBBB)
On May 22, the House passed the One Big Beautiful Bill Act (H.R. 1) on a 215-214 party-line vote.  Control of the White House and Congress allows Republicans to use Budget Act reconciliation for major tax and spending changes because it can’t be filibustered and needs only Republican votes for passage.  Reconciliation instructions give committees the leeway to change laws in their jurisdiction to reach spending and revenue targets, but there are limits because the Byrd rule prohibits measures with no budgetary effect per the Senate Parliamentarian.  A challenge for Republicans is finding budget offsets to pay for tax and spending programs.  House Republicans leaned on cuts (reforms) to Medicaid and eliminating many of the Inflation Reduction Act’s “green” programs.  Now it’s the Senate Republicans’ turn.   
 
The One Big Beautiful Bill Act (H.R. 1)
The OBBB Act would make the 2017 Tax Cuts and Jobs Act permanent; eliminate taxes on tips and overtime; provide a deduction for car loan interest and an additional $4,000 deduction for seniors; and increase the SALT deduction cap to $40,000.  Key tax provisions for TRIA members are:
  • The Sec. 199A deduction for pass-through businesses is increased from 20% to 23% and made permanent.
  • The Sec. 168(k) 100% bonus depreciation is restored for 20-year depreciable items from 2025-29.
  • The Sec. 179 expensing cap for 37-year depreciable capital investments rises to $2.5 million if made in or after 2025, and the starting point for its phase-out increases to $4 million.
  • The Sec. 174 immediate expensing for research and development (R&D) is restored.       
  • The estate tax exemption increases to $15 million and is made permanent.
  • Sec. 529 savings programs can be used for shorter-term training and credentialing.
  • Pell Grants can be used for shorter-term training and credentialing.
 
U.S. Chamber Education, Employment and Training Committee
On May 7, the Chamber’s Education, Employment and Training Committee held is inaugural meeting.  This marks a more aggressive stance by the Chamber to advocate for shorter-term skills-based career and technical education, and Trump Administration officials participated in the meeting.      
 
U.S. Chamber Labor Relations Committee Meeting
On May 8-9, the U.S. Chamber of Commerce’s Labor Relations Committee met.  Highlights included a Dept. of Labor update with DOL’s Acting Solicitor, the Acting Administrator for the Wage and Hour Division, and the Acting OSHA Administrator.
