TRIA Meets With Department Of Labor Officials

Tile Roofing Industry Alliance Lobbyist, Craig Brightup, has provided the latest government relations update and activities on the following from July 2025:

​Meeting with DOL Officials

On July 14, TRIA joined 11 other construction groups for a meeting with Deputy Sec. of Labor Keith Sonderling and other DOL senior staff including OSHA.  Much of the meeting focused on training and apprenticeship programs to fill workforce needs and a guest worker visa for construction.

DOL received praise for its rollback of 63 regulations, but many were unhappy that Biden’s EO mandating Project Labor Agreements remains in place. Concerns were also expressed about OSHA’s proposed heat standard.

OBBB Act Summary 
​

The One Big Beautiful Bill Act (H.R. 1) was signed on July 4 and key provisions for TRIA members are:
  • The IRC Sec. 199A deduction (20%) for pass-through businesses is made permanent.
  • The Sec. 168(k) 100% bonus depreciation is restored for 20-year depreciable items from 2025-29.
  • The Sec. 179 expensing cap for 39-year depreciable capital investments like new commercial roofs rises to $2.5 million if made in or after 2025, and the starting point for its phase-out increases to $4 million.
  • The Sec. 174 immediate expensing for research and development (R&D) is restored.       
  • The estate tax exemption increases to $15 million for individuals and $30 million for married couples and is made permanent effective Jan. 1, 2026.
  • The Sec. 529 savings program for higher learning can be used for shorter-term training and credentialing programs.
  • Pell Grants can be used for shorter-term training and credentialing programs beginning July 2026.
  • A 100% deduction for the costs of qualified production real property where construction began after Jan. 19, 2025, and before Jan. 1, 2029, and which is placed in service before Jan. 1, 2031.  This applies to the costs of new manufacturing facilities and improvements to existing facilities that satisfy certain conditions. Currently, these costs would be subject to depreciation over 39 years.
  • Terminates the Energy Efficient Home Improvement Credit (25C) on Dec. 31, 2025.
  • Terminates the Residential Clean Energy Credit (25D-solar) on Dec. 31, 2025.
  • Terminates the New Energy Efficient Home Credit (45L) on June 30, 2026.
  • Accelerates the sunset date for the Energy Efficient Commercial Buildings Deduction (179D) so property beginning construction after June 30, 2026, no longer qualifies.
