TRIA’s Advocacy Agenda: What We’re Working on in Washington - August 2026

Tile Roofing Industry Alliance Lobbyist, Craig Brightup, has provided the latest government relations update and activities on the following from July 2026:


Reconciliation 3.0 and Government Funding
On July 22, the House passed a resolution to set budget levels for FY27 through FY36.  This latest reconciliation bill (3.0) boosts military and agriculture funding with the SAVE America Act (voter ID) bolted on.  The House also passed a bill to fund the government through Dec. 4 and before leaving town, the Senate approved government funding through Dec. 11 but didn’t address Reconciliation 3.0.     
 
21st Century ROAD to Housing Act
On July 11, the 21st Century ROAD to Housing Act became law without President Trump’s signature to protest the Senate’s failure to pass the SAVE America Act.  The bill aims to expand housing supply and lower costs with provisions that include waiving environmental reviews for some projects, limiting private equity from owning more than 350 single-family homes, and allowing community banks to boost lending for home building. 
 
More Homes on the Market Act
On August 18, Home Depot’s CFO told CNBC the company continues to operate in “frozen housing market conditions” with “lower housing turnover.”  In this context, the More Homes on the Market Act is up to 153 House cosponsors (89 Ds, 64 Rs) and 22 Senate cosponsors (17 Rs, 5 Ds).
 
Sec. 301 “Forced Labor” Tariffs
July 24 saw a new round of tariffs imposed on 60 economies based on whether they have lax laws prohibiting forced labor imports or no laws.  The new Sec. 301 tariffs (Trade Act of ‘74) are 10% for countries with lax laws and 12.5% for those with no laws and replace the defunct IEEPA tariffs and expired Sec. 122 “bridge” tariffs.           
 
National Labor Relations Board
On August 7, the Senate approved President Trump’s NLRB nominees, James Macy (R) and David Prouty (D).  Macy gives Republicans a 3-1 majority allowing them to overturn Biden-era NLRB decisions.
 
Dept. of Labor
On July 30, the Senate HELP Committee approved President Trump’s nominee for Secretary of Labor, Keith Sonderling.  TRIA signed the attached coalition letter supporting Sonderling, who’s now Acting Secretary.
 
OSHA Heat Rule Legislation
On July 21, the House Education and Workforce Committee approved the Heat Workforce Standards Act of 2025 (H.R. 6213) to prohibit OSHA from finalizing its proposed Heat Injury and Illness Standard.
